Researcher Khaled Mohammed Hussein Al-Nahmi was awarded an Executive Master’s Degree in Public Administration for his thesis titled: The Impact of Strategic Planning on Achieving Sustainable Development in Administrative Units of the Local Authority in the Capital Secretariat, which was submitted to the Center of Public Administration – Sana’a University. The MA defense was held on Tuesday, September 22, 2026.
The MA Viva-voce Committee, which was formed based on a resolution issued by the Graduate Studies and Scientific Research Council, consisted of the following:
• Prof. Abdulaziz Mohammed Al-Mekhlafi — Internal Examiner, Sana’a University; Chair of the Committee.
• Dr. Hamid Abdulghani Al-Mekhlafi — External Examiner, Hodeidah University; Member.
• Dr. Ahmed Mohammed Abdullah Nasser — Main Supervisor, Sana’a University; Member.
The study aimed to identify the impact of strategic planning on achieving sustainable development in the administrative units of the Local Authority in the Capital Secretariat.
To achieve the study objectives, the researcher adopted a descriptive-analytical quantitative approach and used a questionnaire to collect data from a sample of 227 participants. The researcher also employed the Statistical Package for the Social Sciences (SPSS) to analyze the data, along with descriptive statistical methods to identify the perceptions of the study participants regarding its variables.
The study reached a number of findings, most notably that the level of strategic planning practices in the administrative units of the Capital Secretariat was moderate, as was the level of sustainable development achieved therein. The findings also demonstrated a statistically significant effect of strategic planning on achieving sustainable development in the administrative units of the Local Authority in the Capital Secretariat.
The study recommended continuously involving employees in the formulation of plans to ensure their realism and feasibility, linking the operational plans of administrative units and executive offices to a unified strategic plan at the level of the Capital Secretariat, and activating the role of the Planning and Development Office as a specialized body responsible for overseeing the implementation of strategic planning practices, monitoring implementation, and periodically measuring the extent to which sustainable development objectives are achieved.
The study further recommended establishing effective strategic partnerships with civil society organizations, the private sector, and donor agencies to support sustainable development efforts.
The thesis defense was attended by a distinguished gathering of academics, researchers, students, and professionals interested in the sector, as well as the researcher's colleagues and family members.
